Alex Oxlade-Chamberlain, however, misses out with the knee-ligament injury he sustained in the friendly against Ecuador.
Roy Hodgson has experimented with Raheem Sterling in the No 10 role in training in a move which would see Rooney pushed to the left, while Ross Barkley is another option should
Welbeck miss out and Hodgson go for a bold approach.
Italy, meanwhile, are without full-back Mattia De Sciglio, who has a thigh strain, and could play three centre-halves in a 3-5-2 formation.
